If Putin did this, would be the greatest leader in human history?

I’m biased (in the obvious direction — you’d know if you read my stories), but imagine for a minute this outcome. Imagine without taking any sides. You can hate Putin, or you can be pro-Putin. But imagine waking up to read or watch this sensational speech from Putin (I guess I’m also thinking of this story I wrote a few months ago).
